Test Development

Backed by almost 60 years of research and experience in education, the ERC is Ireland’s lead supplier of standardised tests and assessment supports in Ireland. Our digital and paper tests are developed by our expert team of educational researchers, in collaboration with teachers, subject experts, psychometricians, psychologists and others, as appropriate.

Overview

The ERC’s test development team is responsible for the development and provision/supply of standardised tests to schools and centres for education in Ireland. The purpose of these standardised tests is to provide insights into student learning and achievement. The ERC’s test development projects are typically multi-annual, involving the development of a test framework, the development of items (test questions), piloting, standardisation, and the development of norms and supporting materials for schools. By tailoring tests to the Irish curriculum, involving a broad range of experts and stakeholders, using a wide-ranging set of item types and topics, and ensuring that the diverse population of schools in Ireland is reflected in the test content, we aim to create standardised tests that reflect student learning and achievement in a fair and useful way.

Test development projects can take a number of years to complete, with each test going through a number of stages, as follows:

Framework Development

  • Reviewing curriculum, existing standardised tests and relevant research.
  • Defining what the test can and cannot measure.
  • Setting out what the test will look like (e.g. structure, length, level of emphasis on different content areas/processes, possible formats for test questions).
  • Consulting with experts/stakeholders and revising as needed.

Question / Item Development

  • Recruitment and training of item-writers (usually experienced teachers and subject experts).
  • Rolling assignment of briefs to item-writers.
  • Review and refinement of items submitted, supplemented by in-house item-writing where required.
  • Preparing of illustrations for test questions.
  • Arrangement of test questions into test forms.

Piloting

  • Sampling and contacting schools (typically 40-50 schools per test/test language).
  • Typesetting and printing of paper test forms; building online DOTS test forms.
  • Pilot testing.
  • Feedback and consultation with teachers and students (e.g. via questionnaires, focus groups).
  • Statistical analysis of item difficulty, discrimination, and bias.
  • Selection of items to go forward; rearrangement of these items into new balanced forms.

Standardisation

  • Sampling and contacting schools (representative sample of students – typically 100-120 schools).
  • Testing in schools
  • Feedback and consultation with teachers and students (e.g. via questionnaires, focus groups).
  • Statistical analysis to verify that items worked as expected.

Development of Norms

  • Scoring and scaling of standardisation data to develop national norms for overall test and subscales, if applicable (subscales usually relate to specific content areas / processes).
  • Develop final test manuals which include norms tables and interpretation guidance for schools.

Release and Ongoing Support

  • Release finalised materials for sale on ERC website
  • Update schools on new test, features and benefits.
  • Provide ongoing support to schools as they use tests.
