Eemer is a Research Fellow at the ERC. She is currently on extended leave of absence, during which she has worked with IEA, NFER and Malta’s Education Ministry. Her work in the ERC included evaluations, test development, and large-scale assessments. She led two cycles of the National Assessments, and managed Ireland’s participation in a number of large international assessment studies, including PIRLS, TIMSS, and PISA. She has also worked extensively in Northern Ireland, where she contributed to a review of the Common Funding Scheme (for schools), and was a member of the Literacy and Numeracy Taskforce. A member of the ERC staff since 1997, her degree and Ph.D. are from Trinity College, Dublin.
