Eemer is a Research Fellow at the ERC. She is currently on extended leave of absence, working as a consultant for a number of agencies, including IEA and NFER. She was responsible for the development of the Drumcondra Online Testing System (DOTS), and the re-developed Drumcondra Reasoning Test. Previously, she developed test content for Ireland’s National Assessments, and managed Ireland’s participation in a number of large international assessment studies, including PIRLS, TIMSS, and PISA. She has also worked extensively in Northern Ireland, where she contributed to a review of the Common Funding Scheme (for schools), and was a member of the Literacy and Numeracy Taskforce. A member of the ERC staff since 1997, her degree and Ph.D. are from Trinity College, Dublin.
